I hear there is a competency model for marketing and communication people used within the Canadian federal government. Can't locate it in my search. Does anyone out there with or serving the feds have a link.
Doesn't have to be Canada. I'm looking for a sample. If there's a set of standards in your country/state/province, I'd love to hear about it.

I know this question was posted ages ago, but there is a document that I refer to regularly. I work for an Australian state government organisation, but I tend to look to the UK for things like this: Core skills for communications
The Government of Canada's Communications Community Office publishes a professional development roadmap for government communicators listing required competencies along with those that are required for individuals performing at each level.
